Philadelphia Police Commissioner Charles Ramsey joined by Philadelphia District Attorney Lynne Abraham, Donna Piekarski of the Philadelphia School District's Office of Early Childhood Education, and Fight Crime: Invest In Kids Pennsylvania State Director Bruce Clash to release a new report School or the Streets: Crime and Pennsylvania's Dropout Crisis in Philadelphia. The report found that the most effective strategy to increase graduation rates and reduce crime is to boost public investment in quality pre-kindergarten programs.
